Therefore, how to allocate channel resources becomes an extremely important issue. Due to the amount of mobiles increase rapidly, the problem of the communication blocking cannot be avoided under the conventional mechanism. This study proposes a new dynamic channel allocation mechanism to improve conventional one. This thesis uses Fuzzy theory and statecharts as the tools to design the switching frequency of the channel. Additional, a cellular network configuration is proposed. This configuration provides us the information of the neighbor base stations. Moreover, it is able to avoid the system unstable when the users are suddenly increasing.
