In doing this, through the investigating the challenges, evaluations,and inflection occurred of the higher education development of UCLA, we might get a clear understanding of how and why one normal school with similar fundamental structure, as well as many ones in Taiwan, transformed itself successfully, and thus as research contributions benefited for relative organizations . This research adopts case study, documentary analysis ,and interview as the main study approaches. Furthermore, the transformation process of UCLA could be identified into four periods, Beginning Period (1881-1918), Hibernation Period(1919-1945), Acceleration Period(1945-1960), Mature Period(1961-1997). The significant findings show as the following: 1.The transformation process of UCLA: (1) Amalgamations of Universities are one of the developing and positive strategies to universities. (2) The unity of school staffs affect the possibility of a successful mergence.(3)Universities should know themselves well and develop superior fields.(4) The organizational reformation of university is necessary.(5)The Academic Senate examines the performances of university’s chancellors regularly.(6)Fund raising is required to a university.(7)Universities need to shape and maintain good image to society.(8) Positively self-evaluation to a university is beneficial to maintain the education quality.(9)Universities should acknowledge the influence of library resource is helpful to academic researches.(10)Universities should practice the ideal of internationalization and racial integration. 2.The interior and exterior influential factors for the transformation process of UCLA. (1)Interior influential factors: a.Normal schools could not just wait to be pushed. b.Universities should have more flexible administration system.(2)Exterior influential factors: a.University arised for the needings of a city. b.The making and assurance of educational policies. 3.The implications of the normal school transformation model at UCLA to Taiwan:(1)Universities should prepare themselves well for challenges all the time. (2)Universities should have financial support while being merged.(3)University should be capable to deal with identity crisis after merged.(4)It takes time to make administrative staffs united.
