Summary:碩士 === 國立中正大學 === 戰略暨國際事務研究所 === 97 === In Conference of Cadres in the Military 2009, President Ma pointed out that if we want to clarify the national defense and the evolution we need, we must realize the situation we face now. Tense relation across Taiwan Straits has lessened because of rotation of ruling parties, but the threat from PRC has still existed. That is to say, it’s necessary to take All Out Defense (AOD) as an essential option of strategy. We have to discuss the issue that how could we practice All Out Defense policy, and how to root the AOD idea into civil society. AOD policy is a part of procedure law, and it needs cross-department integration for administrative cooperation, direction and supervision. Furthermore, AOD policy is not only the basic for national defense, but also the foundation for mobilization of national security. Author would like to discuss the independent variables that authorize MND (Ministry of National Defense) to be the staff unit of AOD policy. Otherwise, for clear position, cross-department administration and political efficiency of AOD, author focus on the viewpoint of decision making procedure and development on AOD policy. Most important of all, the chance and challenge of AOD will also be researched through explanatory approach. Finally, this research will be applied to raise people’s identification, support and participation for ROC’s AOD based national defense policy.
