To realize the features that how parents participate in school affairs, this researcher has adopted case study to explore teacher-administrators and the president of parent association about their cognitions, awareness and responses with regard to parent participation in school affairs, through interview, document analysis and observation. Main findings are as follows: Firstly, currently parents take part in school affairs both actively and passively. The opportunities of parents’ participation include two kinds. One is limited opportunity provided by school; the other is voluntary opportunity created by parents themselves. Parents selectively participate in school activities, not wholly. Secondly, the parent association president has changed his cognition from regarding that parents association should have authorities to supervise schools to regarding that parents and schools should complement each other. The president considers that parents should not take an opposite stance against schools and should not harm schools. As for participation degree, parents should offer assistance according to school’s needs. Thirdly, teacher-administrators believe that parent participation implies parents participate in school affairs which are related to students. They suggest that when parents take part in school affairs, they should follow the principle,” participate positively without interference; respect for the whole consideration and functioning of school administration.” Fourthly, funding for school activities, school principle’s ruling style, the parent association president’s cognition and conduct about his own duties. The above mentioned are vital factors that influence parent participation. Finally, both teacher-administrators and the president of parent association provide suggestions as follows. Governments should hold related seminars to help parents and educators develop correct cognitions toward parent participation. In addition, parent association should unite parents and make plans to promote their abilities. Schools should held diverse activities to increase parent participation. Both teacher-administrators and the president of parent association anticipate each other to learn constantly and be open minded.
