At first, the Er3+-doped Y2Ti2O7 thin films were prepared by sol-gel spin-coating method. Then, Er3+, Yb3+ co-doped Y2Ti2O7, Er3+, Yb3+ co-doped Y2O3 and Er3+, Ti4+ co-doped Y2O3 powders were synthesized by Pechini method. The optical properties of those thin films and powders with different doped concentrations and annealing temperatures excited by 980 nm laser were discussed. For Er3+-doped Y2Ti2O7 thin films, the peak shifts to long wavelength when the Er3+ concentrations increase. The Er3+ (5%) doped Y2Ti2O7 has the lowest refraction index. Annealing temperatures increasing, the grain size grows and the refraction index degrades. When the Ti4+ concentrations increased, the luminescence intensity decreases and the green light intensity is stronger than red’s for Er3+, Ti4+ co-doped Y2O3. The intensities of luminescence depend on the annealing temperatures. By increasing the Yb3+ concentrations and the annealing temperatures for Er3+, Yb3+ co-doped Y2Ti2O7, the efficiency of up-conversion fluorescence increases. When the Yb3+ concentrations increase for Er3+, Yb3+ co-doped Y2O3, the intensity of luminescence decreases.
