Physicians can get more patient’s information correctly and efficiently and make their decision with the support of electronic medical record system. If physicians can use electronic medical record system properly, it will be helpful to control the patient’s condition and achieve an efficient and effective outpatient service. This research used case study as a research method. One regional hospital in southern Taiwan was chosen to be the case hospital. The Outpatient Electronic Medical Records System (OEMRS) was constructed on the foundation of related literatures review, arrangement, and analysis and interview of primary physicians in outpatient service. After using this system, we collected user’s opinions through the semi-structured interview. We noted that user participation can affect physician’s satisfaction to the OEMIS. Physicians are the main users of OEMRS. Therefore, We further suggest that the design of OEMRS should involve physicians` opinion. The OEMRS can help outpatient physician accomplish their work and also collect patients’ information for clinic research more efficiently. The experience of developing this system is a useful reference to construct other electronic medical record system.
