Wind power generation related research development is receiving more attention each day. Due to its island nature, Taiwan has high potentials in wind energy development. However, wind energy industries in Taiwan presently are far behind those of developed nations in Europe and North America. Other than towers and concretes, most of the installed MW-level wind power generation systems in Taiwan are imported. Key aspects of wind power generation technology have been withheld by environmentally conscious nations in Europe and America. Thus, how to improve power generation technology within Taiwan is an urgent topic.Currently, most of the wind generation developments are variable-pitch, variable-speed wind turbines. The purpose is for the collection of maximum wind power. However, with increasing MW generation and fan blades, so is the blade inertia. Consequently, affected fan speed is a problem due to blade hardware control of variable-pitch wind turbine. Therefore, this research studies variable-speed, fixed-pitch, and horizontal wind turbine for optimal control. Fixed-pitch wind turbine is structurally simple, easy to control, and reliable. Variable speed control can be obtained for optimal efficiency under normal fan speed. Even if strong wind causes the generator to exceed the rated power, the controller can still maintain normal rated power output through motor torque without variable-pitch hardware design and control. This not only reduces the cost of design and control, but also the expenditure.The power tracking controller used in this research is designed for the variable structure control. Since off-shore wind power generators are the future trend, the simulation parameter is based on data from off-shore wind power generator at present. The wind power generator is rated at 5 MW, the blade radius is 60 m, and the turbine is rated at 12 rev/min. Tests confirmed that variable-speed, fixed-pitch, and horizontal wind turbine is realizable for optimal power trace、generator rotational speed、and Power conversion coefficient. Hopefully, this study provides useful consideration to future wind power generation system research and development.
