Moreover, wetland inventory is the foundation. It is not only the framework for management, but also the demand to check the conservation outcomes. Inventory is the collection and collation of core data and information from wetland, including the provision of an information base for specific management activities. The database of inventory could be established based on resource sharing and also provide a great reference for future wetland management. It can build a net of resource to integrate international studies and make connections to global information, too. In this research the handbooks for the wise use of wetland inventory by Ramsar Convention and the international experience of wetlands inventory are applied. Then after, the preliminary procedure and the framework of wetlands inventory in Taiwan is proposed. Here, the wetland inventory metadata records are classified as five categories, i.e. basic geophysics, physical/chemical content, biological/ecological characters, and habitat management. In this study a suitable wetland, e.g. Guandu wetland with assumed most completed literatures and investigations, is applied to check the abundance and integrity for core data according the proposed items in inventory database. Apparently, the inadequate information on most domestic wetlands is concerned. Those factors, such as no relevant baseline for wetland inventory, information scattered in all other databases, insufficient information, can induce the obstacles in future assessment and monitoring on wetlands. The establishment of core data and their databases are more basic works in inventory. Then, the related technical regulations should be setup to practice the investigation. Finally, geographical information system (GIS) can be applied to promote the integrity and public sharing of inventory data.
