Typhoons, floods, earthquakes and traffic accidents etc, these disasters occurred, it often causing heavy casualties. Faced with the threat of such disasters, hospitals need to improve their disaster response capabilities. A hospital mobilized a large number of medical personnel immediately to carry out the emergency ambulance, but the effects have to strengthen; the main reason is not any preparations of disaster aid in peacetime. It’s unable to exert the function of emergency ambulance while the disaster occurred to temporary organize the mobilizations. This paper, it will evaluate the disaster response ability from the temporary of outdoor emergency medical stations. It accords to the data of disaster response ability of benchmarking hospitals and uses knowledge management systems to establish a complete explicit knowledge through classification and filtering the data of disaster preparedness capacity for temporary shelter. And then set up a complete Internet web for the purpose of Knowledge sharing. Provide emergency rescue system criteria to Health care system. Upgrading and monitoring the ambulance quality of the emergency medical.
