D. Feng Chia University Graduate Institute of Public Policy Thesis Abstract The motivation of the work people is an important factor that determines their achievements at work. Higher motivation can result in higher achievement. Therefore how to improve the motivation of staff has become an important topic for the organization in order to achieve better results. Furthermore, there is a close relationship between what the organization promises and what the staffs achieve. Although some researchers claimed that high organization’s promises may not result in high work achievements, most researchers believe there is a positive relationship between organization’s promises on work achievements and their influence on work motivation. Therefore, if we know the relationship between work motivation and organization’s promises and their influence on work achievements, it would be very helpful for manager to make countermeasure that can promote work achievements. The study investigated the influence of Household Registration Office staffs’ work motivation and organization’s promises on work achievements in Taichung City. A total of 236 questionnaires were distributed to eight institutions of census administration in Taichung city. The number of effective questionnaires returned was 163 and which was 69.07% of the total questionnaires. After analyzing the data by narrative statistical analysis, t-test, oneway ANOVA analysis, correlation analysis and multiple regression analysis, we drew some important conclusions as follows: 1.There is partly significant difference in work motivation, organization’s promises, and work achievements in staff of census administration from different institution in Taichung city. 2.There is significantly positive correlation between work motivation and organization’s promises and work achievements. 3.There is significant influence of work motivation on organization’s promises. 4.There is significant influence of work motivation on work achievements. 5.There is partly significant influence of organization’s promises on work achievements. 6.There is partly significant influence of interaction of work motivation and organization’s promises on work achievements.
