Contractors and customers have to hold a lot of meetings before coming to the final decision of whether approve or reject those requirement changes. This creates extra project durations and costs as well. In order to figure this kind of issues out, requirements need to be quantified and to be monitored in terms of their variations or deviations as projects progress. In this study, a methodology is proposed to quantify information system requirements. After requirement analysis, Use case, Process, Input and Output results are utilized as critical factors to measure the integrity of system requirements. This method is called UPIO. A developing Quality of engineering-try management system project of a company is taken as the experimental case study of UPIO. After implementing this measurement, its requirements are quantified. Once changes occur, approvals or rejections of them can be made rapidly without having too much hierarchically communication. Comparing it to non-quantified traditions, this method can save projects approximate 67% of decision making time after technical issues behind requirements are able to be well clarified.
