The government also actively executes education guidance and takes relative measures in government organization, school, business and community. In our country, the numer of schools recently has increased year by year. Many schools establish new departments and purchase new apparatus to recruit more and more students. The increase of power consumption results in management pressure of those schools. Consequently, it is very necessary to find out the energy consumption factors to promote energy usage efficiencies and to decrease costs of energy consumption. This study uses power consumption data of public universities in Taiwan from 2006 to 2008, department classification information of the universities and meteorological data to classify Energy Use Intensity (EUI). By using the cluster analysis with correlation coefficient analysis are applied to classified influence factors. And then by using the Rough Set Theory to analyze the effect of the influence factors on the EUI degree. The results show that subject characteristic distribution of departments, personnel density, accumulation rainfall of the third season are the main influence factors of EUI of the public universities, especially the influence of department subject characteristic distribution. According to current energy saving and carbon reduction measures of government organizations and schools, this study develops a finer, fairer and more effective classification criterion of EUI of public universities. This new classification criterion can be used to establish reference standard of power consumption management results in effective achievement of energy conservation. This study also achieves the EUI classification of the public universities. By the EUI classification, those public universities are suggested to execute energy conservation analysis and improvement step by step to achieve effective energy conservation.
