However, the number of reported domestic violence cases hasn’t decreased despite the implementation of the law, and people are still requesting that the law itself to be amended. Under the efforts of civilian anti-domestic violence groups and several legislators, the legislature has, in 2007, passed the third reading of the amended Domestic Violence Prevention Act followed by the announcement of the President, in order to fulfill the expectations of the society of being free from violence. Current domestic violence prevention police focus on providing protection and service to the victim and try to accommodate the aggressor in order to reach three levels of prevention. However, achieving such goal is closely related to both the policy itself and the ones who execute them. This study emphasizes on the change of the victim’s rights and of the victim’s will to reverse the situation at the moment when domestic violence occurs, and after social workers have interfered to provide their service and have provided accommodation to the victims. This study also uses the perspective of the social worker to have an insight on the influence that the policy of domestic violence prevention has on the policy executer and the victim, as well as the advantages and the limits of the policy itself. This study is oriented toward finding out how a social worker employs his/her professional capabilities and the power and role that he/she is endowed with while implementing this policy in the domestic violence prevention network. This study also tries to find out whether it is the victim, the aggressor, or the whole family who has to enhance its powers and functions once that the perspective of powers and functions is introduced to the professional services of the social workers. This study is based on in-depth interviews, through which it gathers information and conducts analysis. The study concludes that strengthening powers and functions is crucial in order to free the victim from domestic violence. The important factor that strengthens the victim’s powers is the social workers. Therefore, the following issues have to be taken into account: 1. The service that each social worker can provide is according to how the victim is accommodated, and how much work the social worker has; 2. The clash of professionalism between the person who provides help and the party who receives it, the contradiction of professional values and personal values also affect the social worker’s judgments and capabilities; 3. Guidance education provided by competent authorities isn’t as influential as social culture values, adult education on the importance of domestic violence prevention should be emphasized; 4. The best target to strengthen powers and functions should be the persons in a family who are potential victims or aggressors in order to effectively prevent domestic violence from happening; 5. The social worker’s motivation to provide service and his/her service to reinforce the victim’s powers are two sides of the same coin, strengthening the victim’s powers and functions is also the social workers’ motivation to keep on providing his/her services; 6. In order to fulfill the society and the victim’s expectations in preventing violence, the issue of domestic violence should be paid with more attention, and the prevention work against domestic violence should also be implemented.
