This research also analyzed teaching material designs and activities in order to put forward the suitable teaching methods, which constructs the spelling ability of Foreign Spouses. In addition, the research also probed into problems that may occur during teaching, and sought for possible solutions. This study obtains seven conclusions through taking action research. Applying the Whole Language Instruction to Mandarin Phonetic Symbol Teaching for Foreign Spouses, (1)could reach five teaching goals;(2) should design text, material of spelling and writing,tongue twister to read, Mandarin phonetic symbol cards, symbol distinguish, tone note exercises, and writing essays; (3)The teaching steps are demonstration and observation, participation to learn,operation to learn and achievement to the issue;(4)The teaching methods include reading aloud, dialogue sharing,telling, participating and issuing;(5)The teaching is effective; (6)There are three problems produced in the course:Foreign Spouses are specifically and widely different;attending the courses with children would influence on teaching effects;and whether make pronunciation teaching materials or not;(7)The Whole Language Instruction could be Applyied to Mandarin Phonetic Symbol Teaching for Foreign Spouses effectively. According to the above results, some suggestions for teachers, government,teaching institutes and future research were proposed. Suggestions for the teachers include adopting the whole Language Instruction, designing and putting the teaching materials in order, substantiating the specialities of the whole language to know, using the way of making the best comments to learners by the idea of the whole language, and adopting the tactics of definiteness and praise. Suggestions for the government and teaching institutes include establishing the whole language teaching material research and development groups, compiling the funds to support the teaching materials of recording and producing to study, implementing the abilities to measurure of the Mandarin-phonetic-symbol, and holding seminars or workshops of the whole language instruction to make it popular. Suggestions for future researches includs doing research for teaching material of the whole language in the form of group, and doing research for other contents.
