It is now paramount for the Government to search for a visible direction with strategies that lead to improved competitiveness of Taiwan, materializing Taiwan as the global operation center, and implementation of free-trade zones. Taiwan is located at the center of Pacific Ocean shipping lines. Among the six major ports in Asia-Pacific: Tokyo, Shanghai, Kaohsiung, Manila, Hong Kong, and Singapore, the shortest possible average travel time from one of these ports to the other five is 53 hours, from Kaohsiung. If the geographic advantage of Taiwan can be integrated with manufacturing industry advantages, the Government may offer a high level of freedom and obstacle-free operation environment and assist enterprises in basing in Taiwan as global operation headquarters and the initial point of global logistics. The Free Trade Port Zone at the port of Kaohsiung has all of the above mentioned advantages and can take the lead to stimulate the economy in Taiwan. . The Free Trade Port Zone is an original concept that integrates manufacturing and shipping. To understand the impact on economic development brought by the establishment of the Kaohsiung Free Trade Zone and the obstacles, as well as their countermeasures, destined to be confronted in the process of the establishment, this Study conducts a SWOT analysis with collected data to explore the operational competitiveness of the port of Kaohsiung. Indeed there are challenges for the port never seen before, such as retaining shipping contracts from a highly contested environment. The solution must originate from fundamental management system re-engineering, deregulation of outdated customs routines, realization of the concept of outside customs inside territory, enhanced values in terms of quality and quantity by integrated logistics and comprehensive processing, and stronger marketing strategies. Only by promoting the Kaohsiung Free Trade Port Zone as an internationally significant base, can international competitiveness be increased to the extent that can fully accommodate modern needs, and Taiwan economic embarrassments shall be solved.
