| Summary: | 碩士 === 義守大學 === 管理學院碩士班 === 97 === In these years, the death toll of car accident is raising. From 2000 to 2007, the growth rate of vehicle accidents is 7 times of the growth rate of vehicles. Generally speaking, polices discover the violations by the machine or on the spot. When polices discover the violations by the machine, especially in disguised, tend to cause objection and dispute. Therefore, the governmental department decided to suspend the disguised report in 2003, and the death toll kept mounting since then. In 2007, the governmental department decided to reuse the disguised law enforcement to the five major violations to prevent folks from against the traffic law and decrease the number of traffic accident.
In this study, we found that since the disguised law enforcement began to adopt in 2007, the number of violations report was increased, and the death toll was decrease by 13.6%. This study is based on the social norm model to discuss the effect of disguised law enforcement. The result shows that disguised law enforcement could increase the violation number and rate, and the violators also expect the fine would be raised. Besides, the disguised law enforcement could make violators worry about of being reported and cause Crowding-in effect. So the disguised law enforcement could help to decrease the number of violations.
