Although these recruitment establishments have successfully served their functions till now, nevertheless, after a detail survey and cross-check with pervious documentation it has been concluded that insufficient legal basis, redundancy among organizations and unclearly defined missions are significant flaws within these institutes. Given the forthcoming implementation of an all-volunteer force, all the recruitment processes regarding soldiers for voluntary service are fundamentally associated with citizens' judiciary obligations and privileges, which should be a sphere regulated by formal legal arrangement. For attaining rule of law as well as accompanied with the implementation of all -volunteer service system, the Ministry of National Defense should amend relevant decrees of its organization according to “the Law of Statute Standardization”. By so doing, adjusting the organizations of the recruitment establishments and revising the Administrative Regulations of the Defense Ministry accordingly may thus assign the proper core function, recruiting and selecting candidates for voluntary soldiers and training competent recruiters, to these recruitment establishments. Further, for effectively promoting the recruitment performance and achieving the recruitment task with expected quality, prescribed budget and on schedule, we should grasp this tendency to introduce the theory of “ Project Management”. By adopting the concept of project office and its actual operation, the present recruitment establishments may subsequently transformed into a team of project management called “Center for Defense Manpower Development”, which may implementing the all-volunteer service system more efficiently and eventually satisfying the military demands.
