With the spectacular development of Internet and World Wide Web, abundant information and new data are rapidly created to the extent that information overflow has become a serious problem. Transforming abundant information and data into useful knowledge relies on systematic integration using information technology. Web-based product data management featuring high efficiency is an effective tool to transform information into knowledge, create meaningful engineering projects for effective knowledge management, and reduce all participating technical personnel’s time spent on searching for historical data by helping them quickly locate relevant historical picture files and documents for utilization purposes, thus becoming a high-speed, efficient instrument to help enterprises shorten the engineering project duration, enhance their R&D capacity, improve adaptation to the changing global market, and meet the requirement for sophisticated engineering and customer needs. This study adopts a PDM-based framework as an efficient reference and analytical instrument for engineering decision making, planning, design, and construction, and introduces the knowledge management concept by analyzing and transforming data into useful knowledge, to integrate, construct, and develop an e-complatform for knowledge management of engineering projects, which will support all participants to carry out the assigned work packages (engineering R&D, procurement, manufacture, construction, installation, and trial runs) for synchronic engineering during the engineering project life cycle. The content includes latest project information reports, engineering project briefs, contracts, drawings, schedules, budget and cost analyses, quality records, received material management, project daily reports, signed documents for promotion and inspection of industrial safety, submitted documents for project plans, checking payment proofs, picture file order management, memorandums between both parties, meeting minutes, and control and management of search and access. This instrument aims to solve the interface integration difficulties during the life cycle of traditional engineering projects and improve operating efficiency of engineering projects in overall.
