Many manufacturers recognize that themselves has limited capacity, they must via outsourcing strategy to obtain the resources to response the impact of rapidly changing environment. In this study, 128 science from technology industry, using one-way ANOVA and multiple regression analysis of empirical research testing the relationship between transaction costs and network if affect the choice of outsourcing negotiating strategy on technology industry. Hypothesis testing use multiple regression analysis to determine choice factors of outsourcing negotiating strategy, evidence was found (1) the higher on the asset specificity , the stronger impact on outsourcing negotiating strategy; (2) the closeness on the network relationship , the stronger impact on outsourcing negotiating strategy; (3) the higher on both of Asset Specificity and the network , the stronger impact on the outsourcing negotiating strategy. Respondents in accordance with the descriptive statistics to do with the differences analysis in surface structure , research results showed that (1) the outsourcing negotiating strategy of technology industry according to different industries have difference views; (2)different establish years of company have same view on transaction costs, network relationship and outsourcing negotiating strategy ; (3) different of the number of employees , the capital and turnover different, that have significant different views on the asset specificity and the closeness of network relationship ; (4) different locations showed significant differences views on transaction costs in the prior (after) the cost.
