This issue will induce the so-called NIMBY phenomenon, urging the residents to protest or even to resolve it by taking the law into their own hands. To pacify the dissatisfied residents and to strengthen the relationship of the neighbors, various compensation procedures are undertaken. Amongst all, monetary compensation is most commonly used, but it is also rather easy to arouse controversies. Whether the use of monetary compensation will create a win-win situation for the developing enterprise and the residents is worthy of study and discussion. The aim of this research is to discuss the efficacy of NIMBY facility and monetary compensation, and approach the present issue from the viewpoint of the public, longing to discover the right solution to the issue that meets people’s needs. This research first numerates the present discussions about the use of monetary compensation and it’s application, and compares the findings with the opinions of the public. The objects of this study are the adult customers managing affairs in Shiaugang and Chianjen District Administration. 500 questionnaires were distributed, 493 returned, with a response rate of 98.6 percent. Eliminating invalid questionnaires, there were 397 valid questionnaires, and the valid response rate was 80.5 percent. The conclusion of this research indicates that in the perception of the public, the use of monetary compensation comes along with the issues as follows: 1.The passiveness and the lack of information of the public. 2.The process of issuing the monetary compensation is not open and clear, and the results are not remarkable. 3.Monetary compensation should be shared by all the people or the residents of the neighborhood.
