The NIMBY cost is defined as total cost of the transaction of the construction development, comprising the necessary costs and non-essential costs. The necessary costs include the feedback, compensation, implementation, the mitigation of risk. The non-essential costs contain search, information, decision-making, consultation, supervision, social costs and others. Feedback should be based on "benefit payment, the victim compensation". In the building process of environmental protection facilities, the residents worried about the negative impacts, which would bring the protests. If the facility is bound to develop, the residents substitute feedback for protest. In this study, Tainan City municipal solid waste incineration and sanitary landfill were explored. The scope contained Cheng-Shi, Ching-Tsau, Cheng-Nan, Lu-Er and Sz-Tsau villages. The cognition, satisfaction and expectation of compensation were surveyed by stratified random sampling. Further, we investigated the reasonable feedback mechanisms and estimated the necessary costs of the facilities, in order to establish the NIMBY cost of decision-making model on local environmental protection facilities. The results showed that NIMBY cost of municipal solid waste incineration and sanitary landfill until 2009 were NT 1,647,620,000 and 2,094,044,000 dollars, respectively. Through a questionnaire, it was found that the residents are distinct in compensation cognition, but they were not satisfied with feedback. These revealed that the more closer to the facility they lived, the more charge they expect to get. The significant relationships between characteristics of residents and the cognition, satisfaction or expectation of compensation were found through correlation and regression analysis. In this case, the expectation curves of residents were higher than the current cash ones, which implied they didn’t take other non-cash compensation into account deeply. Therefore, if the non-cash feedback is transformed into a cash payment, the total payments were higher than the expectations of residents, which were the excess amount from the government. To sum up, the distribution of compensation is based on distance. It is necessary to survey the education level of residents in advance.
