Hence, all cities in Taiwan, are increasing parks and green lands, it has become the competing material of major’s achievements. Although continuing to increase the numbers of parks, but whether it satisfies the needs of the public, or is it just for statistics for politics, is yet to be seen. Service quality in parks have been discuss over and over again, however those researches are based on feasibility and satisfaction level of facilities. Those research data are collected through questionnaires from the public, however discussion on green land parks have often been missed on whether its capacity is suitable for urban planning. Floor area ratio is a tool for controlling the development in urban plan, and also has the function in controlling human growth. Therefore, this research uses geographic information system, and official statistics datas of population and floor areas. Taking Tainan City as the research area, to evaluate the current land capacitys on green lands and parks; and using the floor area ratio from urban development plan to predict possible human growth pattern for the future. Yet using analyzes of possible future capacity on green lands and parks, to review service quality of the parks.
