Among most of relating studies, every category of vulnerable population is being treated as a homogeneous group and the comparison is made based upon the differences between groups, instead of the individual variance of a given vulnerable group. However, every specific vulnerable group does have differences among each individual’s background situations, and these differences also represent the degree of individual vulnerability. Disasters strike Taiwan with different scales and types every year, and cause different degrees of casualties and losses in properties. The risks of the elderly are considerably higher than general population, while the planning of urban disaster management doesn’t specifically consider the needs for the minor population groups. This study focuses on the preliminary discussions of disaster management resources issues for the demands of elderly groups. This study utilizes the vulnerability assessment index on the preliminary discussions of disaster management resources issues for the demands of elderly groups. The results can be provided as a reference for the future planning of relative topics in order to reduce the disaster risks and losses of the elderly.
