Human rights issue has deep relation link with economy, but the focus has always put aside. Human rights issues consider sensitive to discuss especially between political sectors. It is even complicated to deal with diverse background like ASEAN. The purpose of this research is to explain and examine about the role and function of the regional human rights regime in the Association of Southeast Asian Nations (ASEAN) region - ASEAN Human Rights Body (AHRB), in achieving a collective of common goal and objectives. The research used qualitative approach. The primary data were collected through in-depth interview with the representative from ASEAN government, civil society organization and the ASEAN intergovernmental working group. Additionally, the secondary data were gathered by reference books, research findings and updated development news from the internet. The research finds two impacts that influence the establishment of regional human rights regime, namely internal and external environments. Seeing from the AHRB Terms of Reference Draft, here are lacks of tacit understanding between all the participation actors. The national and civil societies are more likely to give pressure to the government in responding to the development. Keywords: ASEAN, Human Rights, International Institution, International Regimes
