Based on this understanding, this study further aims at developing policy recommendations for the Tamsui River Basin Governance. The factorial design of this study is constructed by two dimensions: sustainable development and governance. OECD’s PSR environmental index is used to construct sustainable development dimension, including Pressure (P) Indices, State (S) indices, and Response (R) indices. Peters and Pierre’s five governance patterns, including the Etatiste governance model, the liberal-democratic state governance model, the state-centric governance model, the Dutch governance school and Governance without government, are used to construct the dimension of governance. The concourse of the study is collected based on above mentioned factorial design. After Q sample is selected, experts on the field are invited to review and modify Q statements selected to Q sample. Four patterns of views on Sustainable Development and Dredge of Tamsui River Basin Governance are obtained by this study: Bureaucratic Pattern, Developments under River Basin Carrying Capacity Pattern, Bureaucratic Holistic Development Pattern, and River Self-Depuration Pattern. According to Peters and Pierre’s five governance patterns, it is found that all of the four patterns obtained by this study fall between the liberal-democratic state governance model and the state-centric governance model with some characteristics of the Dutch governance school. The first and third patterns are closer to liberal-democratic state governance model, believing that government should be the main actor.
