Non-profit organizations have to respond to this challenge in order to survive in this difficult environment. In order to compete and overcome declining donations, non-profit organizations have to adjust their organizational strategies in order to meet the needs of organizational development and demands from society. This study employs Seetoo, Dah-Shien’s CORPS framework to analyze non-profit organizations’ developmental strategy and fundamental operational procedure. It is found that Tsuei Ma Ma Foundation can fully utilize its position and role in the society to become a platform of connecting social resources. Through its planning and operation, the foundation successfully uses limited resources to new values in their services to expand the constituency the organization serves. Utilizing the concept of “Organization’s Organic Connection and Incremental Growth”, the foundation takes an incremental approach to develop its new services from existing services. Because the existing services are developed according to the foundation’s mission, this approach also ensures that the new services will be in accordance with the foundation’s mission and meet social needs at the same time. This research finds that Tsuei Ma Ma Foundation uses strategies, such as resources connection, value adding, user fees, and organic connection and incremental growth, in managing human resources, financial resources, and strategy development. It crates more values and obtains better outcome for the foundation’s services in this difficult managing environment.
