碩士 === 明新科技大學 === 營建工程與管理研究所 === 97 === Abstract With progress of the society economic, the ratio of hold motors and vehicles has increased year by year, especially in urban region. Since the space for vehicle parking is lower than the growth rate of vehicle, the construction of road outside parking lot is the main way for the government to solve the parking problem. The public road outside parking lot with the natural of return on investment, the government can promote the private section to participate in investing the construction and management of parking lots for reducing the finance effect in public sector and increase efficiency in management. The criteria for firm selection in outsourcing the management of public parking lot is complex, including market demand, financial situation of firm, the ability and experience of firm, etc. This study established a selection model for outsourcing the management affairs of public parking lot. In this model , the selection process, selection criteria and criteria priority are obtained through documents review conducting、interview with expert and cases study. The framework of this model is further refined in the mode of evaluation the firm by using Fuzzy Analytic Hierarchy Process and incomplete preference relations method. This model can be offered to public sector in selecting qualified firm for parking lot management.
