Effects of Bed and Breakfast Inns on Slope Land Safety at Chin-Ging Area in Nantou County

碩士 === 國立中興大學 === 水土保持學系所 === 97 === The traditional agriculture decline gradually in Chin-Ging area of Nantou, the tourism of this area is developed based on the special geographical feature, rich nature resource and diversity of humanism in Chin-Ging area. Because of the characters of high elevation, steep and friability topography and high frequently heavy rainfall on the area, a large of unsuitable bed and breakfast inns will danger the ecosystem, water and soil conservation and tourism. According to the study of the evolution geographical feature and development of the bed and breakfast inns in this area, it is impossible to build any hotel in this area with consideration of the safety stability survey of slop land. But every local bed and breakfast 1nn was transformed by farmhouse. If the simplified water and soil conservation work about farmhouse was finished, the building license for this farmhouse will be given by Renai Township office. Unfortunately, because the serious examination to build a farmhouse is never carried out, the bed and breakfast inns build on over 30﹪slope land, lawless road establishment and polluted water emission etc. are the result. The results in this study on some secret worry couldn’t be reduced in Chin-Ging area over 10 years are summarized as follows: 1.Conveniently located in the Taiwan 14th（A） provincial way, the spur line of Central Cross-Island Highway, Chin-Ging Chin-Ging area is a unique, attractive, and potential scenic spot in Taiwan. With adequate development planning in improving safety and quality etc. this area, it will become world famous. 2. It is necessary to proceed with total quantity control of bed and breakfast inns from the points of traffic service, drinking water and the room number of bed and breakfast inn. 3.To avoid sloping filed in danger, environmental pollution on bottom of the mountain or water pollution in the Chuo-shuei River basin and Sun Moon lake by surface runoff washout on slop land soil, the achievement of the drainage and sanitation system is necessary. 4.It is important that the building license for farmhouse is given by serious examination and check these farmhouses been given building license regularly. 5.Learn a lesson from near location LuShan hot spring area happened the serious calamity by typhoon Sinlaku on September 2008 resulted from the similar problems had exit in Chin-Ging area. To keep off another calamity occurrence on Chin-Ging area, the creation of the law about total quantity of control for bed and breakfast inn, examination of slop land, and demolition of bed and breakfast inns in danger are clear and present priority for the government.
