After the Treaty on European Union was signed on February 7, 1992 in the Dutch city of Maastricht, this treaty''s list of regulations concerning the scope of cultural domains, program goals, and determination of decision-making models clarified the basis for the European Commission''s subsequent proposals. This was a major event in the European Commission''s efforts to formulate cultural strategies, and ensured that the EU had a statutory basis, policy guidelines, and a clear funding source for cultural activities and measures. Since there had been no clear statutory regulations prior to this time, the EU had been forced to employ invoke treaties to implement cultural affairs. Starting in 1984, European Commission has employed exchange student programs, flags, Europe Day (May 9), and the Anthem of Europe(Ode to Joy), in attempts to define a common "European cultural identity," and gradually introduced other relevant programs. These included the 1996-1999 "Kaleidoscope. Program," the 1997-1999 "Ariane Program," the 1997-1999 "Raphael Program," "European Capital of Culture," "European Culture Month," "Culture 2000," and the recent "Culture 2007" program. The intention of these programs is that shared cultural activities will gradually eliminate the cultural differences between peoples of member states, and perhaps even give them a shared cultural identity. Have the various molding activities that have been implemented shaped the EU''s cultural identity? How influential have these programs been? While we must still continue to observe the situation, we can state with assurance that cultural identity will be a key factor determining whether the European Union grows tighter or looser. 沈玄池 2009 學位論文 ; thesis 130 zh-TW
