Therefore, if the factory has suffered from the factors of serious disaster, large-scale power cut or force majeure, there may be caused a lot of disasters at the same time at the same place. Then, emergency response commander will face the situation of pressing time, the limited resources and there is no simple and easy response procedure to make a decision of priority order immediately. At last, it will possibly cause some harms that can be avoided before or loss expansion. Therefore, this study uses literature review to discuss the disasters which may happen in TFT-LCD industry, and then process the in-depth interview of the emergency response commanders of five TFT-LCD industries in Taiwan. This research also uses expert interview to get the elements of high harm chain-like disaster include fire disaster, chemical divulging and special gas divulging, and its emergency response, and then uses AHP and Expert Choice to analyze the data. From this way to get the weight of each element, through collecting each weight to calculate overall weight, and then we can get the reference model of emergency response commander’s command decision-making close to the optimum state in TFT-LCD industry. This study can get the model of emergency response commander’s command decision-making. The contribution benefits are as follows: it can break previous concept of single disaster and break previous complicated emergency response process to let it become more efficient. Besides, it also can overcome the difficulty of the shortage of disaster relief manpower which was affected by manpower contraction. At last, this research hopes to lower the casualty loss and personnel injury from this model and to ensure enterprise sustained development and continues forever to manage.
