However, it is still highly focused on the racing on bike lane, and lacking completed policy sets for bike rider also is necessary to be improved. For example, there are lots of bike-unfriendly situations, including traffic flow-direct huge difference of speed on edge lane, and conflicted turning between vehicles. Take the Taitung city as example; distance between any two positions in downtown area would not be far from five kilometers. Bike is definitely a good replacement for motor vehicle in daily, routine transportation. In this research, we proposed a method for popularizing of bike by reinvestigating the conditions of bike riding today, and reconcerning requirements of bike users. Approaches for this study including article review, field investigation were used to provide information, foreign and domestic, for understanding current situations of bike using, and figuring out problems. Furthermore, Delphi Technique from user’s point of view designed by method of Analytic Hierarchy Process (AHP) was used to help conceptualizing target system for biking in mid size city. There are three objects including safety, convenience, and comfortable issues. Fourteen criteria were under those as well. Together, three proposals, i.e. proposal of bypass & boulevard, proposal of major arteries, and proposal of minor arteries, were studied for Taitung city. To address which one is the best, weighted averages method was used, and it is shown that the proposal of bypass & boulevard is the best choice because it is easier to practice, maintenance and safer bike-riding environment.
