There were 1,508 randomly sampled students from 20 junior high schools, who responded to the two instruments, "Students' Road Safety Cognition Test" and "Students' Road Safety Attitude Scale" developed by the researcher. The statistics procedures employed for the results of the survey about the distribution of basic data were the frequency distribution, precentage, means, standards deviation, t-test, one-way ANOVA, Scheffé method, and Pearson's product-moment correlations. The conclusions of this research were as follows: 1.There was a positive relationship between the students' road safety cognition and their road safety attitude in junior high schools in Taichung. 2.The junior high school students in Taichung need to promote their road safety cognition. The students get low scores on "Knowing how to use bicycle" and "How to follow traffic rules". 3.Road safety attitude of the students tended to be positive. The research show students appeared to have a good sense of crisis and learning motivation toward road safety. 4.There were significant differences on some independent variables between the road safety cognition and attitude. 5.According to the results, carrying out a bicycle's certificate will promote students' road safety attitude; the higher frequency of propaganda will promote students' road safety congnition. According to the findings and conclusions, there were some recommendations for propaganda works, development and execution of curriculum, teaching development, planning for the future, and further study of road safety education.
