The study would further develop community coping strategies by examining the residents and current organizations with different variables. In the main scope of this investigation, a total of 180 questionnaires were distributed to residents of five pre-selected towns. These included Changhua City, Da Tsun Township, Yuan Lin Town, Erh Shui Township and Bei Dou Town. There were eleven geographic areas currently identified as high risk for flood or landslide activity. A descriptive statistical analysis with chi-square testing was used to evaluate the hypothesis of this study. The conclusion of this investigation demonstrates the following; the majority of residents consider efforts in disaster management provide adequate prevention and a reduction of damage and show willingness to participate in program development. However, there are still nearly half of residents who are either required to depend on the situation or show no personal willingness to participate. It indicates that there remain issues to be solved. The study further demonstrates that "Community Mutual Support Team" and "Community Development Association" are considered to be the most suitable organizations for these tasks. The results further demonstrate that the population considers the Town Chief to an indispensable member of the development and execution of the community's disaster management plan. While there remains a dissimilarity toward the population willingness to personally participate in neighborhood organizations, residents understand the cause and effect of disasters. A majority of respondents consider that it is important to integrate both the internal and external resources of the community. Regarding the difficulties in promoting disaster preparedness, the lack of continuity is generally regarded as the main cause of inadequate outcomes. With the study demonstrating a general lack of awareness and knowledge regarding disaster management among the residents; more relevant community education and awareness programs should be provided. Finally, the study provides important data, summaries and recommendations that can be used by authorities concern as well as a basis for future research efforts.
