This Project and follow-up government policies include investing in Closed Circuit Television System (CCTV System) and initiating Police Administration Restructuring, Police Administration Refining, and Six Stars projects. In 2007, Executive Yuan made installation of CCTV at each and every important intersection a priority to ensure public safety. However, the installation of CCTV is not as simple a matter as putting up traffic lights. It calls for consideration and collaboration from different expertise including installation regulations, repair and maintenance, and technical support (videoconferencing, data processing, optical, and network-wiring sciences). Overlooking the complexity may undermine the effectiveness of this well-intended infrastructure. The present study was a qualitative study, and assessed the effectiveness of this infrastructure in Hualien County from legal, technical, managerial and integral perspectives. Data were collected from literature review, government documents, semi-structured interviews and case reports. Results were discussed in relevance to (1) the effectiveness of CCTV in helping crime investigation, (2) the compliance of CCTV with current regulations of installation and crime investigation, (3) the management and maintenance of CCTV, (4) factors for system planning and installation, (5) the integration of the surveillance camera in police stations, local internal affairs offices, and other crime investigation information systems. Finally, the present study offers an objective appraisal of the infrastructure and provides some insight for future implementation.
