The paper analyzes each branch’s operating efficiency to provide the reference for each branch manager to realize the reason of inefficiency and the direction of improvement and for the head office to make a more efficient choice regarding the resource allocation and performance appraisal. The data of this research come from the operation overview data of the case bank. 128 branches of the case bank in the whole province in 2007 are used as the research object. The paper adopts the DEA model to estimate the efficiency value of the branch, uses the slack variable analysis to learn the direction and magnitude of improvement for the inefficient branch, and makes a cross comparative analysis of Malmquist Productivity Index from 2005 to 2007. The empirical results are as follows: (1) The cause of operational inefficiency mostly comes from pure technical inefficiency; (2) It reflects a positive correlation with the actual assessment done by the case bank’s head office within individual branches. It suggests that the overall average efficiency value of well-performing branches is larger than that of poor-performing ones in 2007; (3) Whole efficiency, pure technical efficiency, and scale efficiency are improved year by year, showing there are appropriate management and decision. However, as Malmquist productivity index is influenced by the economic environment, productivity rose in 2006 but declined in 2007, which is significantly positively correlated with the approved number of the use license for domestic new houses; (4) From each branch’s percentage of the room for improvement, non-interest income is the highest and loan is the lowest, indicating that the case bank concentrates its business on the highly risky loan business; thus, the case bank should diversify its business in the future.
