This paper reported on the outcomes of an evaluation by adopting OPM3 to investigate the performance of organizational project management maturity in the high level of the Taiwan military C4ISR training facility. By following the organizational strategy and project goals, this organization picked up proper best practices and go through self-assessment to figure out the way how project management maturity was evaluated. Then, they could understand the level of project management maturity that the current training are conducted, as well as find out what can be improved. Furthermore, they build up an improvement plan to continuously improve the quality of C4ISR training according to the recommendation based on OPM3’s best practices. Best practices were selected from OPM3 by an assessment team to conduct this evaluation. It result that neither stages of standardize, measure, control nor continuously improve were below 50%. Upon post analysis through TOC, results showed that the organization in this case was in need of improving their quality control process by going through the improvement plan proposed by OPM3. In addition, reviews for further improvement are required after end of each case to prevent from recommitting mistakes.
