The paper explores the differences in the perspectives of the impacts on schools and the coping strategies for teachers of different background variables under the phenomenon of declining birthrates. To achieve the above objective, the study has conducted literature compilation, organization and analysis to construct the framework of the study. It adopted the methods of questionnaire surveys and interview with teachers of the public elementary schools in Taoyuan County as the parent population. Using the self-made “Questionnaire of the impacts on schools and coping strategies from the phenomenon of declining birthrates in the elementary schools” and “Interview outline of the impacts on schools and coping strategies from the phenomenon of declining birthrates in the elementary schools”, the study focused on 676 teachers from 62 schools in Taoyuan County through a random sampling for questionnaire survey. The recovered questionnaires were 599 and the rate of recovery reached 88.6%. Through completion of compiling and reviewing, the number of valid questionnaires recovered was 573 and accounted for 95.66% of the total recovered questionnaires, and 84.76% of the total number of samples. All data were entered on the computer and analyzed using statistical methods such as t Test, or one-way ANOVA from the software package of SPSS12.0 for Windows. Furthermore, 2 principles, administration staff and teachers were selected as purposive samples to conduct the interview study. The interview was then transcribed verbatim. The outcome of the interview, relevant literature and the outcome of questionnaires were discussed using cross-analysis. Based on the data analyzed, the study has hereby drawn the following conclusions: 1. The perception on the existing condition of impact on schools from the phenomenon of declining birthrates in teachers of the elementary schools is medium-high level. 2. Of all the aspects on the impact of schools under the phenomenon of declining birthrates in the perceptions of the teachers, the school ecology receives the highest level. 3. The perceptions on the impact of school ecology under the declining of birthrates for the teachers who have less than 5 years in seniority are significantly higher than the teachers who have served for over 21 years in seniority. 4. The perceptions on the impact of school environment under the declining of birthrates for the teachers in the remote areas are significantly higher than the teachers in the township. The perceptions on the impact of school teaching and ecology under declining birthrates for the teachers in the urban and remote areas are significantly higher than the teachers in the township. 5. The perceptions on the impact of school teaching under the declining of birthrates for the teachers in the schools under 12 class and above 49 classes are significantly higher than the teachers in the schools between 13~24 classes and 25~48 classes. The perceptions on the impact of school ecology under declining birthrates for the teachers in the schools with 12classes and above 49 classes are significantly higher than the teachers in the schools between 13~24 classes. 6. The approval on the existing condition of the school coping strategies under the declining birthrates for teachers in the elementary schools is above medium-high level. 7. Of all the approval aspects on the school coping strategies under the declining birthrates for the teachers of the elementary schools, counseling and discipline have the highest level. 8. The approval on the strategies of renewing and re-using the spaces for the teachers with 11~20 years in seniority is higher than the teachers with 6~10 years in seniority. 9. The approval on the strategies of fund saving and sending for teachers gradated from the teachers colleges is higher than the teachers gradated from the general universities. 10.The approval on the strategies of spaces renewal and re-use for teachers from the schools above 49 classes is higher than the teachers from the schools under 12 classes. The study has proposed a recommendation based on the previous study results for the educational administration authorities, teacher training institutions, elementary schools and fellow who dedicated to educational study to continue their further discussion.
