The current study surveyed by using random sampling and the self-design questionnaire as research tool. A total of 306 questionnaires were sent out, and 258 valid questionnaires were regained .The main findings of this study are as follows: 1.Most of special education teachers in the elementary schools spent three to four hours on searching web-based materials through Internet per week . The satisfaction degree of information literacy is between 21 points to 35 points, half teachers are between 24 points to 28 points, it’s implied that most teachers are satisfied with their own information literacy. Teachers attend the information related training one to two times in recently three year. 2.The different backgrounds and the needs of web-based materials among special education teachers: There were significant difference in the variables of age、education degree、teaching classification、teaching experience on special education. 3.The different backgrounds and using web-based materials with instruction strategies in classes among special education teachers : There were significant differences in the variables of gender、age、education degree、teaching classification . 4.The different information literacy and using web-based materials with instruction strategies in classes among special education teachers :There were significant differences in the variables of the information related training experience、the satisfaction degree of information literacy.
