Base on the reasons above, the aforementioned two communities are chosen to be the objectives of field research in this study. The analysis focuses on how the residents of these two communities utilize their common-pool resources for sustainable development as Sa’s operation on Sa creek to Fu’s on Ma creek. From the perspective of strengthening the social capitals, the objectives of the study includes the observations on how community leaders (1) built their authority, and (2) adopted the pattern of management styles to induce the collective actions participations within the communities. The changing in Fu from a social-historical orientated working site to a highly developing involved community is relatively observed and analyzed. Initially, both Sa and Fu residents hoped that the poverty situation would improve through collective actions and environmental damages would be mitigated, and that the effort on conservation reinforces the community recognition. However, difference in the humanized characters of these two developed difference results. Have previous experienced in the development of the foundation of BT Literary & Historical Studio, Fu apparently continues the evolvement well and begins to improve their own cultural industry due to residents common reorganization in collective actions. Contrarily, without participation of community members, collective actions do not take the effects in the same way as to the Fu community. Not only leadership model plays a major role to the community, but also has significant influence to social capital as well. The study found that the community leaders must possess professional skills, maximize the advantage of various incentives, and distribute resources fairly to obtain the support and reorganization from community members. Although social norms can facilitate the community collective action in a simply, efficiently way, economic incentives are still essential to the community collective action. 戴興盛 2009 學位論文 ; thesis 129 zh-TW
