Elderly welfare policies therefore become one of the most significant subjects for the governments. However, what kind of social policies are exactly people needs? What kind of quality as well as people to be satisfied? 　 　　This research starts from western social policies'' history which had a great effect on Taiwan. To understand how the policies formed in different circumstance, also its advantages and disadvantages, could be the mirror of Taiwan policies. Then forward to trace the history background and present situation of Taiwan''s community caring. 　 　　Under the trend of privatization and communitization, most of Taiwan''s elderly welfare policies also authorized to NPO. How to evaluate the performance of NPO and to execute the evaluation becomes an important chapter. Therefore, this research analyses the performance evaluation theory of NPO, and analyses the different sects'' purposes, models and targets. 　 　　This research based on Tao-Yuan''s community caring center, used qualitative analysis, thorough acquaintance with government''s caring center, its guidance, evaluation programs and the executed situations by Literary Reviews, Fieldwork and depth interview. Furthermore, analysis and criticize the government''s evaluation report. Next, understand the executed situations and difficulties ofprivate organizations deeply, and their responds to the evaluation. In the end, quoted the different evaluation theory, compared the difference, advantages and defects between government''s policy and the executed of organizations. Furthermore point out the suggestions, to be the references materials for developing the caring centers in the future.
