Successful leadership except administrator’s authority, the most important thing is the influence. If administrators think from staff’s point of view, understand staff’s psychology, they can go further to learn more effective influence skill. This research is based on the theory of expecting, inner and outer personality, and leadership style to explain the behavior tendency about subordinator declining superior. The expected theory states that it can strengthen the behavioral possibility when staffs believe that they can get the expectation when they engaged in the particular behavior at work. Personality means personal real oneself, including inherent motive, emotion, habit, and thought, etc. And it has stability and continuity. Moreover, it has an individual difference due to different personal personality. Personality is usually regarded as a differentiation to identify personal difference. The leadership is the activity focus for organization goal to achieve. That means it is a kind of art or procedure to influence others and enable others to voluntarily and enthusiastically devote to accomplish organization goal. The purpose of this research is to explore the factors, like work characteristics, leadership style and staff personality etc., in relation to that staffs decline the tasks assigned by executive from staff’s point of view. The result of this research discovered that the tendency of staffs declining tasks is obvious if under authority leadership. For the work characteristics with diversity, the staff at the basic level has the higher tendency to decline. As for the staffs with high independence and inner control personality, they have self-demands and thoughts for work and have a certain degree of declining tendency for the tasks assigned by executive.
