Compared with government, public mapping more emphasis on the participation of the common and the performance of local significance. People draw a map to express a view of local and gather the consensus. However, people don’t have the academic knowledge of cartographic, so they can’t solve the trouble in mapping process. In this study, we discuss about Green Map, which is internationally renowned map of environment. It emphasizes the quality of localization and civil participatory. In the past, the conversation of the classic large-scale map mapping usually lacked an appropriate space exhibition, leading to the difficulties of the discussion and participation in the meeting. On the other hand, Green Map makers usually use paper map being their tool when they sift the meaning icons from the map. However, this method is not enough to provide a comfortable environment for too many people in the same room, if the study area of map is large. To address this issue, this study achieved two objectives. First, by commenting the local context and applying GIS technology to prepare the geographic data, we were able to conduct a training program of local mapping for the participator of the North Heng Chun Green Map Group. Second, we were able to assess the impact of PPGIS on the empowerment and marginality of participators at the large-scale Green Map mapping. When the mapping was done, data were collected primarily by means of questionnaire which elicited information concerning his attitude and suggestion. When asked to comment on the satisfaction with the assistance of PPGIS, the responses were generally positive. The findings not only indicate that Google Earth have a positive effect on spatial decision, but also well for building a model of mapping small-scale Green Map. Moreover, this method assists the process of generalization in mapping and be quickly than before. Although the present study has yielded findings that have both theoretical and practical implications, its design is not with flaws. The limitation concerns Google Earth platform about the shaking screen and saving function. However, those limitations of PPGIS are indirect solution in this paper.
