It also aimed at analyzing the different situations taken on by the different background variables, and comprehending the correlation among principal transformational leadership, school organizational change and school effectiveness. Finally, this study hoped to figure out how much school effectiveness could be forecasted by principal transformational leadership, school organizational change. Questionnaire survey was adopted as the research method in this research and the faculty of national senior high schools and vocational high schools were picked as subjects of this survey. After stratifying random sampling by school sizes, the researcher sent out 1100 questionnaires to 44 schools (one fourth of the all national senior high schools and vocational high schools). 981 responses were retrieved and 942 of them were valid for this study, in a rate of up to 96%. The collected data were analyzed by means of average, standard deviation, t-test, One-Way ANOVA, Pearson product-moment correlation analysis, Canonical Correlation and Stepwise Multiple Regression. The main findings of this research are presented as follows: 1.The score of principal transformational leadership is above the average, ofwhich the「personal charm」 is relatively better. 2.The score of school organizational change is above the average, of which the 「technique and facilities」is relatively high. 3. The score of school effectiveness is above the average, of which the「teaching performance」is relatively better. 4.The subjects who are male, senior, experienced, graduates from ordinary universities, working as administrative staff , working in large, urban, long-historied schools have higher cognition of principal transformational leadership. 5.The subjects who are male, senior, experienced, graduates from ordinary universities, working as administrative staff ,working in large, urban,「11-20years old」「over 31 years old」schools have higher cognition of school organizational change. 6.The subjects who are male, senior, experienced, graduates from ordinary universities or graduate schools, working as administrative staff , working in large, urban, general education,「11-20 years old」 schools have higher cognition of school effectiveness. 7.The higher level principal transformational leadership reaches, the moreschool organization change happens. 8.The more the school organization change happens, the better school effectiveness produces. 9.Thus, the higher principal transformational leadership results in the better school effectiveness 10.The principal transformational leadership and school organizational changecan apparently predict the school effectiveness, of which the「reconstructed organization structure」 can best predict the school effectiveness.
