In this study, researcher interviewed scholars and experts, environmental protection officials, operating company agents, environmental organization respresentatives and local residents to explore perspectives and mental models of the different groups in decision-making on the controversial issue of household waste incineration. Findings include: 1. The five groups mentioned organizational and technical perspectives more frequently than the aesthetic perspectives. There are differences between the different groups in the same perspective. 2. According to the comparison of mental models, the percentage of the same proposition is high among scholars and experts, environmental protection officials, operating company agents and environmental organization representatives. 3. There are 36 elements, including the three alternative programs and 12 disputed elements, being found in these five groups’ conceptions about the household waste incineration issue. These conceptions are mostly related to the aspects of laws and the system. 4. There are differences in the experiences, views, assumptions, knowledge, beliefs and positions among the different groups’ perspectives on the controversial issue. 5. Those factors influencing one’s decision-making on the controversial issues include not only the technological perspectives, but also the aspects of laws and system in some cases, as well as the personal interests and even ideology embedded in the issue. Debates about the issue are resulted from the defferences in the experiences, views, assumptions, knowledge and beliefs on different groups.
