In order to build the model of research and to conduct confirmatory factor analysis, path analysis and satisfaction analysis, the SPSS 12.0 software was used to analyze questionnaire data and understand the conformation and the effect of going out of their intent, as a way to assess needs of Seniors, the future development, and the implementation of traffic management strategy for the government as well as its use Scooter experience to assess the vehicle users satisfaction and the reference of vehicle quality assessment. According to the overall analysis, the conclusion is as follows: there are five dimensions to impact the intents of mobility car users for going out. The seniors and disabled people who use these means of transportation to go out is significant impact on future planning for the Act of the government measurement, priority should be given to these disabled groups to have safe transportation environments.
