The suggestions based on the findings were presented to serve as the references for the authorities in kindergartens and educational administrators for better effects of the implement of inclusive education. The instruments adopted in this study included literature review to collect data relevant to inclusive education and a questionnaire to survey opinions of teachers and parents in kindergartens. The subjects were the teachers and parents in 29 public and 22 private kindergartens where exceptional children were placed in the school year 2008. The teachers of special education in classes of inclusive education and special education were surveyed. The teachers of regular education in classes of inclusive education and the parents were judgmentally sampled. The number of the questionnaire administrated included 240 teachers and 400 parents. Self-designed questionnaires were administrated: “Questionnaire on the Attitudes to and Demands for Inclusive Education for Kindergarten Teachers in Kaohsiung” and “Questionnaire on the Attitudes to and Demands for Inclusive Education for Kindergarten Parents in Kaohsiung”. The data were analyzed by means of descriptive statistics, t-test, and one way ANOVA in SPSS10.0. The findings were presented as follows: 1.The gender difference between teachers in kindergartens was identified. There was lack of male teachers in kondergarten education, especially male teachers in special education. 2.Most frequently, the special-need children were distributively placed in inclusive classes in the public and private kindergartens. 3.The inclusive education in private kindergartens mainly was adopted itinerant service while partially pull-out programs were used in public kindergartens. 4.The teachers in public kindergartens held more positive attitudes to the implement of inclusive education than those in private kindergartens. They also showed higher degree of satisfaction to the current situation. 5.There was no difference between the attitudes of the parents in public and private kindergartens. Both held positive attitudes to the implement of inclusive education. Based on the findings, several suggestions are presented as follows: I. Suggestions for the administration authorities 1. Enhance the implement of pre-school inclusive education in public and private kindergartens. 2. Improve the administrative support in public and private kindergartens. 3. Enhance the profession skills of teachers who teach normal classes. 4. Provide teachers in private kindergartens with opportunities of further study and professional support. 5. Improve the profession support senior teachers. 6. Enhance the professional skills of special education for teachers graduating from comprehensive universities. 7. Decrease the number of children in each class. 8. Satisfy the demands from private kindergartens to a greater extent. II. Suggestions for the kindergartens 1. Implement a rotation system for teachers 2. Enhance the communication between parents and kindergartens III. Suggestions for future research 1. With regards to research methods, onsite observation or interviews could be included to collect more correct data. 2. As for research subjects, more subjects form other cities in Taiwan could be included to gather more compete results. 3. When it comes to research design, the contents of the questionnaires could be more concretely and concisely categorized to improve teachers’ and parents’ willingness to answer the questionnaires.
