The relationship of “level of response - course satisfaction”, “level of learning - enhancement of individual abilities” and “level of behaviors - actual effect of application” are explored in the study and analyzes the variation between different individual backgrounds and each viewpoint on effects. A survey was conducted in this research. Taking the trainees of care manager training Program as subjects, 126 questionnaires were released and 117 were returned. The valid returning rate is 92.9%. In the research, a significant difference in “course satisfaction” was found in the trainees’ age, position, care management qualifications. Another significant difference in “enhancement of individual abilities” and “actual effect of application” was found in trainees’ salary. According to the conclusion obtained from the study, the study has proposed the following suggestions: 1. To increase effectiveness, evaluations toward needs should be applied before training. 2. To motivate trainees’ thinking, contents of instruction should be applied practically. 3. Draw up suitable training courses toward different backgrounds of care manager training programs. 4. To improve training plans, evaluations should be applied carefully and a complete feedback system should be built up. 5. Build up structures and models of evaluation for training organization. 6. Define required skills and knowledge for care manager. 7. Develop post-education which meet restrictions from government’s policies for care manger. 8. To increase effectiveness, positive environment should be provided.
