With wide categories, great industrial relationship (IR) and high added value, it was essential to build up a model to reasonably explain the SI development. This study aimed to construct the model, according to ‘Diamond Theory’ (Porter, 1990) and relevant sport and recreation models by integrating research review and secondary research. With macro/long-term and micro/thorough viewpoints, the model would be verified by SI historical development in USA, Japan, and China, and historical development, status, literature, qualitative data and strategies in Taiwan. The important results included: SI played an important role of active leisure life, and promoted the health of physical, mental and social development a lot, no mater in individual or society. As a cluster, SI was composed of core and surrounding industries with individual IR. There was forward IR in SMI to sport equipment services, PSS to sport equipment services, sport agent, and sport tourism, and SSS to all surrounding sub-industries. Based on the Globalization and Knowledge economic, SI should cooperate tightly with government, universities, NGOs. The more sports sponsorship and investors could create two-win for SI and enterprises. The stronger IR with supporting industries, the prosperity SI would have. After verifying, except the single-direction effect from ‘Chance’ and canceling the relationship between ‘Factor conditions’ and ‘Demand conditions’, there was manual relationship among the other factors. In USA and Japan, the positive influence existed in all factors, but there was more government involvement in Japan. In China, the key success point was the inner integration from Factor conditions, SI, Government, and Related and supportive organizations. In Taiwan, under the backgrounds of the society command, government sport resource and horizontal IR with Related and supportive organizations, PSS developed better. On the contrary, some weak factors would suppress the SI growth, for example the negative event legacies of Beijing Olympic Games, and the poor development in CPBL. Besides, the model also could predict the future development, for Globalization and Knowledge economic could foster the innovation of SI Factor conditions. The main factors/sub-factors of the final model included Factor conditions (skill, performance, fund and facilities), Demand conditions (national income, leisure demand, and health value), Sport industry (core and surrounding industry), Related and supportive organizations’ (universities, non-government groups, Sponsors/ investors and Supporting industries), Government (policies, management mechanism, infrastructure and soft-ware resource), Chance (globalization, knowledge economic and mega events ), and Final consumers. According to the model, a country could handle the thread, key factors and industrial network of SI development by its conditions, and then make the policies and specific strategies to elevate the competitive advantages as the important driving force in society and economic growth.
