However, the organization of shopping district was short of time and training. It was difficult to reach the agreement among people in shopping district. The government also provided little help. Therefore, the development of shopping district was hindered. This study indicated that there were many different points of view among the local merchants, residents, and consumers on the development of shopping district. The local merchants were more positive than residents and consumers on service, professional techniques, image of shopping district, design and quality of the goods in shopping district. Residents and consumers think the shopping district was traditional, old and boring. However, local merchants think the shopping district was vigorous. In the process of the development of shopping district, the local merchants were the most positive than the consumers and residents on the image of the shopping district, change of shopping district, and participating in activities. Although the effect of the remake of the image of the shopping district was not as good as expected, the residents and consumers still showed the support on the development of the shopping district. At present, most shopping districts focused on the changes of the environment and facility. However, it has not been emphasized that to reach agreement among local merchants, residents, and consumers be important to the future of the shopping district.
