However, the conventional sugar cane industry has soon confronted the competition from globalization and internationalization after Taiwan joined WTO in 2002. The sugar cane import policy, in particular, has shrunk TSC’s sugar cane production gradually. In addition, TSC in order to implement the government’s protection policy for the welfare of sugar cane farmers, it has made TSC more difficult to maintain its business. Moreover, because of international price of crude oil continuously climbs up and environmental consciousness grows apace in recent years, developing renewable energy industry has been considered as an important future trend and as a direction of new energy policy for many countries. Especially Taiwan requires and heavily relies on import for more than 97% of crude oil use. Therefore, it has been an important task for Taiwan economic development to develop renewable energy. However, if TSC is able to utilize its less competitive sugar refining industry and in coordination with the government policies to execute enterprise transformation, it should create new visions for both of the Government and TSC. This study is basing on the case of Bio-energy process development of TSC’s new enterprise transformation program, and analyzing the initial key factors on developing green energy industry in TSC through professional survey analysis of Fuzzy Delphi Method and Analytic Network Process. Among these factors, Bioethanol is the most significant in the initial development stage which is “Policy Aspect: vehicles restrictedly Bioethanol mixture rate regulations”. The next factor would be “Production and Marketing Aspect: manufacturing cost of Bioethanol”, and “Raw materials Aspect: steady and low price on the materials supply” which has a significant effect as well. Furthermore, both of TSC executives and its Energy Response Group believe that the Bio-energy will have a great impact on the market demand in the future if the governmental energy policies become more positive. Therefore, TSC tends to organize Nan-Jing Sugar Factory as the Bio-energy factory location and set up new equipments. It is planned to produce four million liters per day to meet the demand.
